Under § 554 BGB landlords may modernise, but must announce it in writing at least three months ahead and may pass on part of the costs. As a tenant you can object if the measure would impose a hardship on you or your family — for example due to a high rent, physical limitations or heavy disruption from the building works. The objection does not always stop the works, but it opens negotiations, moratoria or alternatives and is a strong argument in court.
