As a party to administrative proceedings you are entitled to inspect the files kept on your case, and courts grant parties access as well. What matters is a clearly identified matter: the authority or court, the file number, the date of the decision and the scope of documents you want. A written request also records the date — the precondition for silence not counting as agreement.
